DANILO A. BANTUGAN, City Councilor) WHEREAS, there is a need to introduce amendments into the scholarship program commensurate to the present educational landscape and social programs of the city; WHEREAS, it is the desire of the city to expand the scholarship program to cover academic, SK chairmen, athletic and ambassadors of goodwill; WHEREAS, the present academic scholarship program only requires no failing grades in order to avail of the program which defeats the purpose of extending scholarship to poor but deserving students except for the SK chairmen, athletic and ambassadors of goodwill scholars; WHEREAS, the City Scholarship Committee has proposed the necessary and appropriate amendments to the existing scholarship program; NOW THEREFORE, BE IT ORDAINED, as it is hereby Ordained by the Ninth Sangguniang Panlungsod of the City of Tagbilaran in session duly assembled: SECTION 1. Section 147 (a), Chapter VI of the Code of Administrative Ordinances of the City of Tagbilaran is hereby amended and shall heretofore read as follows: Section 147. Free Scholarship Program – (a) Establishment – There is hereby established a Scholarship Program for indigent but deserving students, SK chairmen, promising student athletes and ambassadors of goodwill. The scholarship program for poor but deserving students shall be purely academic-based. The SK chairmen shall enjoy full scholarship for undergraduate courses they enroll in city schools within their term. The athletic scholars shall enjoy scholarship for actual tuition fees and other school fees provided they have been awarded gold medals in legitimate sports competitions. The city may designate ambassador of goodwill who shall also enjoy limited scholarship for not more than two (2) semesters. A post-scholarship mechanism shall also be adopted by the City Scholarship Committee to ensure that upon their graduation, city scholars will be assisted in identifying job employment opportunities. Academic scholars shall be required to render services to the city for not less than two (2) months, with compensation. SECTION 2. Section 147(c), sub-paragraph (5) is likewise amended and shall heretofore read as follows: (c) Rules and Regulations – The Scholarship Program shall be subject to the following rules and regulations: x x x (5) To maintain the scholarship, academic scholars must have an average grade (P.O. No. 21-05) -page 2- of 80% or its equivalent without any failing grade in any subject with a minimum load of eighteen (18) units per semester and nine (9) units for summer classes. Athletic scholars and ambassadors of goodwill must not have failing grades in order to maintain their scholarship. SECTION 3. This ordinance shall take effect upon approval.
