The eLegis Reference System

The eLegis Reference System is an online database of Philippine local legislation ratified from 1992 up to the present. Year 1992 was the start of the implementation of Republic Act No. 7160: An Act Providing for a Local Government Code of 1991.

This website is intended only as a reference system that the general public can use to search for specific location legislation and view its content.

It provides a system for the public to post comments/opinion on specific legislation and participate in the online public forum.

This website does not aim to create an entire suite of information system that automates the process for drafting and tracking a bill until it is ratified. It does not even computerize the local legislative process. It only renders the local legislations searchable and viewable to the public.

The eLegis Reference System is expected to make a major impact in quite a number of areas.

• First would be in the way the local government units make legislation. More effective and appropriate legislation is expected to result from this initiative as LGUs refer to best practices in other units, adapt ordinances of other LGUS as model, anticipate and foresee potential problems/issues, and gather active participation from the public.
• Second would be in the area of participatory governance as the public gain access to the database of local legislations and are provided with the tool to voice out their opinion. Readily-available information will make the public better informed and hopefully more involved.
• Third would be in the area of economic development, as the database would allow the potential investors to search, view, and assess the business climate of a particular government unit.
